New quests need to be played by a number of accounts before they become searchable. At least that was stated in the Foundry chat. Till then you need to access it via the shortcode as far as I know.

. . . . . Before your new missions will appear in the main list, they must be played and reviewed enough to get a star rating average, which is 5 unique plays and ratings. To get the play-time average going for the daily, this is generally around 15 or so unique plays. In order to find it prior, you will either need to be subscribed to it, search the UGC Code of the Mission, or set yourself to see Unreviewed Content and accept the disclaimer. To do this, press Y and then Click on "For Review."
Well, you may have access to information I don't; but since I started doing Foundries that option has not worked even once. And I regularly play "for review" content 3 times a day.

. . . . . Wow, thanks for the input. When did you start doing Foundry? I do recall a time when it worked and I also recall when it started being borked up for many (most) people. Very few individuals seem to be unaffected. I would suggest that anyone who encounters this to make a bug report. For even though I do know this is on a list of things to be fixed, the more that report it and detail any strange things they notice, it may help them to find a resolve or escalate the fix.
I didn't have any issues publishing but it's not showing up on the Foundry Quests.
Is there a review process or something that I am missing?
This is my first time to publish.

Just do what most people are doing in this "game" ....exploit the shizz out of it. Make multiple accounts. Play your own quest over and over again, rating it 4-5 stars (you don't want to be too suspicious). There's even bots for doing this. Google is some strong stuff

A short solo hack-n-slash: The Dirty Dwarf
It won't appear by name, or @handle until is has a number of plays AND reviews.
Until that point it will only be possible to find it by using the NW-********* Short-Code.

You guys are aware that is bit doesn't work, right?
Until it is out of review the ONLY reliable way to find a quest is via Short-Code.
