When you level to 60 with pvp you're getting insignificant glory rewards for matches since there is nothing to buy in pvp shop for characters under level 60 (except potions).
Event doubles the crappy glory reward instead of doubling experience you get from pvp match.
There needs to either be pvp gear for every tier or you need to change rewards/event bonus for low level PvP.
