Sovereign justice..... Bugged or just not working?

I am not sure but i've been testing this out just now, but it doesnt seem to work at all.

Is there some sort of other requirements for it to work? Other spells that have like 10-15% chance proc more often than Sovereign Justice... i tried it even by mobbing........ still doesnt seem to work.

Healing Step seems to work fine, Warding shield feels hmmmmmmm not sure if it does significant damage mitigation.

I wanted to try the righteous path as it seems to have more damage mitigation passives than the other paragons, but i feel like they're either bugged or weak.

it finally proc'ed but thanks to how the logs are its difficult to see.... its like 1 out 20hits....... so low and healed MY pt mate for 1k..... didnt heal me at all

usually 3% of my overall healing which makes it pretty good for one feat point

i mean yeah it could be better but you're still going to take it

3% is pretty lame, i was hoping i could use it in pvp since i get ganked a lot.
