In PvE I would say more control than dmg but you can do both. In PvP you want to balance them. You need control to stay at range but if you don't have dmg all the control in the world won't do you any good. Although in an organized team control is more important than your dmg. Luckily you don't have to sacrifice too much dmg for control.
My next alt is gonna be a Wizard. I need some info. before I start though:
1.) What is the CW's primary purpose in PvE & PvP? Crowd control? Damage? Other?
2.) How do you play a CW? What are the tricks?

2) For solo PvE --
Slot Chill Strike in your "Tab" slot. This will nearly 1-shot any trash swarms and make them easily killable with your at-will power before they can get close to you.
Also keep Shield (after level 20) slotted and active at all times. This reduces the damage you takes and gives you a high-damage knockback for the times the swarms get to you anyway due to instance spawns.
I liked to have Entangling Force at all times as well. Vs the "bigger" mobs you just lift them with this skill and kill them while they're helpless. I generally combined Ray of Enfeeblement after I got it so that they'd take that much more damage due to the debuff and die faster.
Between the stun from Chill Strike, Entangling Force, and the freeze you get with stacking chill from Ray of Frost, if a mob can be controlled it can be stunlocked, which means it will never hit you. Certain boss-type mobs can't be controlled, but they tend to have highly telegraphed attacks that are easy to dodge. The only time you should really have to worry much about taking damage is if you get 2-3 "big mobs" and accompanying trash swarms, or waves of adds during boss-mob encounters.
Spec for Crit and Recovery in your gear.
For PvE dungeons, the powers you slot will change from dungeon to dungeon -- you just have to lear nwhich is "optimal" in each. That said, usually you will use Steal Time, Shield, Icy Terrain, and either Conduit of Ice or Chill Strike in your Mastery slot. This setup tends to maximize both damage and control.
PvP is not something I've ever cared about, so I don't do it and have no tips or tricks to offer there.
