Gateway doesn't work for one character but works for other

When I access the Gateway professions tab for one character I only get the rare tasks, none of the common tasks show up. When I access the Gateway professions tab for the other character, in the same browser session, I can see both rare and common tasks. I have checked this with Safari, Firefox and Chrome on my desktop. Right now I am getting this error about 50% of the time. I see it less frequently when I access the Gateway with Android phone using the stock browser. Guessing it is a server side database issue?
