[bug ?] SKYHOLD story quest not finish the map

I noticed that all the maps have a series of story quest that starting from the first camp fire and guide the player to the place where is the final dungeon (the one used for the daily dungeon)
if the player follows all the quests of the story from the first to the last, it has explored all over the map.
----my problem
today I explored the map of sky hold the first campfire gave me some quests as a rule, then the last of these quests sent me the 2nd camp fire, hence lutima quest sent me to 3
