You mean weapon enhancements?
Anybody know off the top of their head if other classes' offhand weapons don't come with weapon enhancements? If not I would expect that might fall under the "stacking" issues which are part of the upcoming "major changes."

Off hand items do not have weapon enhancement slots.
And at least for most rogue weapons, if it has a weapon enhancement slot then it is flagged as main hand only and can not be put into the off hand. So I'm guessing there is a rogue weapon out there that is not properly flagged as such.
Rogues daggers can be used in any hand. because they are actually weapons. So a weapon a rogue has does not count as offhand because any dagger can be wielded in any hand.
So having weapon enchants in both seems intended to me. because both are weapons.

If this were the case then they would let you equip any dagger in either hand.
As it stands, only one dagger with weapon enchants can be equipped in the offhand.
