GWF Berserker Set Bugged or Working as Intended?

With a full Berserker's set the 4/4 bonus says, "When you use a daily power, your recharging Encounter powers have their cooldowns reduced by 5 seconds."
When any of the GWF dailies are activated it goes down by 5 seconds except that all dailies reduce it by 5 seconds per hit! (IE. Crescendo reduces Encounter Cooldowns by 5 seconds per hit). With the exception of Slam only reducing by 5.
Now the main problem aside from the tooltip saying it only reduces by 5 and not 5 per hit is that other people in the party seem to have their cooldowns reduced as well. Namely TRs. I tested this out in Castle Never and in Karrundax and it seems to reduce cooldowns for both me and the TR when they use daily.
