Powers menu Scrolling Bug

I'm a 46 GWF - as I scrolled down all the way to the bottom of the powers window, the scroll bar hit the bottom and started bouncing up and down freakishly. As long as you try to keep scrolling, it will keep bouncing in a very annoying manner. Just have it stop when it hits the bottom, thanks
