I see a good amount of nerf this and buff that, but before we look into changing gameplay... lets look at some pvp mechanics that people don't utilize enough.
Line of Sight - I don't only mean putting an object between you and the enemy, I mean putting a GF who's blocking between you and the enemy. You can't target someone behind a character model and I don't see this being used enough.
Coordinated CC Chains - A single player should have an extremely difficult time taking on two players at once, but it happens all the time. Why? Because a CW lift stuns an enemy and another CW does the same stun at the same time. Take turns, watch whats happening and try to supplement and not waste your controls. TR can lockout someone for a long time, and if you see it happen, don't waste a stun.. they are helpless already.
Guarding Nodes - You take and run.. zerg next.. take and run.. lose first node.. retake node.. lose second node... clusterf*ck of running to take back nodes you should have never lost. Domination is all about node uptime. If one stays to at least delay the opponents and callout incs, it makes it a lot easier to manage the map.
Target Priority Misconception - I've found that in spite of what we may have learned from a decade and a half of MMO's, the Devoted Cleric in this game is not always the primary target. In fact, the primary target is whomever is sitting on your node. We only have domination game type and it's about keeping the enemy off the "hill". Push, knockboack, lure away... whatever you have to do to keep them out of your node so they don't get capture time. Priority is whomever is taking the most damage or closest to death.
Not kicking downed targets - I know it feels great to curb stomp the guy you just outplayed in the heat of battle, but it's not always the smartest idea. If they don't choose to respawn themselves, they will distract their teammates attention as they try to revive them. It's such a dumb idea to revive unless the fight is over. Nothing like stopping dps to rez someone at 10% hp to watch them get blown up in one second. It's not that big of a deal if they get the rez, just keep blasting on the teammate while they try to find a way to raise a super weak teammate.
Not running for 30 seconds for an hp potion - Again, respawn is so fast and the hp potions are so out of the way, sometimes you should just let death embrace you.
So to my first point, there are a lot of gameplay tactics I'm not seeing being done effectively. Until we have all honed out pvp tactics, it's not a good idea to nerf or buff anything for PVP
