If all currencies would be exchangeable, why have different ones to begin with....
Celestials are daily logins, exchange other then to daily rewards makes no sense.
Ardents are pretty much veteran rewards, exchange makes no sens as well here.
Seals, there is seal exchange already, seal gear is BoE.
Tarmalune exchange makes no sense as well, it would be counter intuitive to current real money sink mechanic.

because different things sell for different currencies at all the different vendors. One thing i want i may not have that currency for so a exchange for it would fix that problem

But that's the point. Trade Bars are a character-bound currency that ONLY comes from personally opening lockboxes (as insurance against you not getting the Cool Drop - even if you never get that Nifty Thing, you'll still save up some trade bars that you can buy something with). As such, making them tradeable or exchangeable defeats their purpose.
Ditto for Celestial coins - they are deliberately & specifically a "daily login bonus" mechanic, exchangable just for the four items in their trade window. Making them tradeable or exchangable defeats their purpose.
And again for Ardent coins. They are a "long term player" bonus item, the equivalent of "veteran" bonuses in other games (to get the 360 coin Angel takes, well, being active for 360 days). Making them tradeable or exchangeable.... well, you get the idea.
you can trade seals up via the bounty vendors.
...I suspect he's just talking about the part where you can trade 40 bounty items for one seal...

Yes, very curious how this works. Obviously, you end up with a superfluous supply of low end seals that have little to no use or value so any option to do something useful with them is welcome.
what i am thinking is maybe be able to trade up to manticore seal from lion seal, manticore seal to pegasus and pegasus to unicorn/drake at say a 10/1 ratio. As it is i got a buncha of lion seal i don't need. Saving lower forms of currency for higher forms more attractive and hey it is a great system to have in place all around me thinks.
This is a great game with a great system but we need this in place, or more options. Like say if i have some yen laying around from a old business trip, i want to be able to exchange that for US or pounds depending or where i am they have a exchange in place for that. It is really about convenience i suppose, and i think it would make a great addition
