Low Level T1 Pieces (Characters can use T1 items at low levels)

I'm not sure where to report this, but I was inspecting a GF that was doing a suspiciously large amount of damage in the Spider instance at level 55. Upon examining his equipment, he was using the T1 sword which showed as usable at level 38. He was also bragging that he was doing one shots on people at level 38 with the sword, so yeah.

I have their user name and global, but I'm not sure where to report them at.
