Every point of Crit rating add a certain amount of % to your Crit chance consistently. After you reach 40% crit chance, the amount of % contributed by every point of crit rating start to decrease. Just to give an example:
before 40%, let's say each point of crit add +0.1% to your crit chance. After you reach 40%, each point of crit only probably add +0.05%, and thereafter begin to add even less .. +0.03, +0.01, +0.005, etc. (Note all figures are only for purpose of illustration).
This is what is called DR (Diminishing Returns) after 40% (or so-called, "soft-cap").
Stop confusing people. Crit DR has NOTHING to do with the actual percentage you see. It only has to do with the actual amount of crit rating. The percentage is a combination of many static factors plus your crit rating.
