Character log on bug

So the previous update I had problems like quite a few people with logging on my character when he was in the Protector's Enclave. With the recent update I have difficulties loading both of my characters on any map. Then, when I am "logged on", I can't do anything on my characters. It is like my characters aren't logged into or something. I can't change instances or maps, collect or do anything with assignments and invocation, I can't changed anything in my inventory and equipment, and the most frustrating thing is that I can't submit tickets. I had my friend join my instance and map but he couldn't see me. Its like Neverwinter has no recollection of me other than my log in. I don't believe I was banned or anything so I feel like this is a bug. Please help.
