Load the game and log in.
In the bottom left hit the Options
Select Video
Check the "Show Advanced Video Settings"
Scroll down to "Max Shader Quality" and set this to Low
Hit Apply
Now try launching the game. This worked for me and solves the issue of Safe Mode resetting all the graphics options.

Close the launcher completely, then restart the launcher, goto Options, then TICK Safemode, the game will load and you can then reset the graphics settings

I hope it's fixed as I really want to be able to use my GPU, not have it sound like a jet engine at take off, while looking at a static loading screen...
I agree. It seemed to be intermittent too. It would randomly occur and of course once you go into safe mode all the settings are wiped. Meh.

In the off chance it's not fixed you only need to boot in safe mode to get into PE. It you change into a different zone (or possibly even remain in PE) you could put the settings back to normal without issue. In fact the game only launches in safe mode once after you select boot in safe mode.
My main irritation was the fact that after every time I launched the game in safe mode I have to re-enable higher end graphics.
