Some Unicorn gear bop while some is boe, and all Drake gear boe? Wth?

So what in the world is going on here? Weren't all of the Unicorn and Drake items BoE? I spent 70 Unicorn seals to buy a couple rings for a friend, and then noticed they were BoP. Then I noticed it was only the rings and belts that were BoP. Then I noticed that Drake rings and belts are BoE, and in fact all of the Drake gear is BoE still.
If you want to make seal gear BoP, then fine. If you want to make it BoE, then fine. But for the love of the gods pick one.
