Daily Slot 2 Activated in 10-19 PVP Worked with LOCK on it

There is an issue in low level PVP i noticed today when the 2nd Daily slot unlocked. Thinking this was open, I proceeded to add the ability in there. Once I was done in PVP it has a LOCK on it. Then queuing for a Skirmish, it still looked like it was locked but worked. I have a Screenshot to show this is broken and needs to be fixed.
