Any update on when the Astral Diamond Exchange returns?

I, like a lot of players, I feel certain, kept the Astral Diamonds from my account in the AD exchange. This allowed any character on the account to buy an Enchanted Key by selling AD for 125 Zen whenever any got a Nightmare Lockbox.
The AD exchange is defunct, and gone, at this time, as are the legitimate ADs my account held in the exchange.
Conveniently for Perfect World, the Zen store is still active, as is the place on the Perfect World website to go buy some Zen with your hard-earned cash.
Any idea when we will see the exchange go back online so I can see whether or not my AD has been stolen by Perfect World?
By the way, is it legal to sell me a $60 package which includes 600,000 AD and then take that AD away so that I have zero without a full refund? Perfect World still has my $60, but I have no AD because it has been disabled. How convenient for Perfect World.
