Tower District bounty quest asked to be returned to Aelgar

Not sure if we waited too long too complete it (we were onto the second campfire area in the Tower District by the time we had 5 bounty items) but when the Bounty Quest completed, the quest direction line told us to hand it into Aelgar the Fierce (is that his name? Aelfgar? The guy who gives you the skirmish quest, anyway). Of course, Aelgar wasn't interested.

(The bounty master was, so we got the quest handed in, but there was a moment of confusion.)

It's not Aelgar that the quest goes back (just did that one this morning so it's fresh in my memory). It goes to the bounty guy. I'm not sure if it works for all the bounty guys, but I turned it in to the one near Aelgar.
