Basically whats happening is your highest damage is at lvls x0/x1 and x9 . Every time you start getting to x2 x3 x4 etc your damage drops because of a scaling bug. And its the worst when your lvls are x4-x8 and then at x9 when you are not getting boosted its your normal damage. The numbers are HAMSTER my skill damage drops two sometimes more times. You hit like a wet noodle till you hit x9 again . For example on my mage my ice dagger said 38xx - 5104 Damage at lvl 55 but when scaled to 59 in pvp my tooltips showed 1560 - 2130 or something of this kind . I was actually getting 9+k crits at lvls 50 - 52 and about 3k crits at lvls 54-58 and then back to normal at 59.
Yup, it's absolutely terrible. I have to admit though, i actually enjoy the games a lot where everyone is between level x4 and x8. The combat feels less bursty and there's more time to outplay your opponents which allows skill to determine the outcome of the game when you aren't being two-shot out of no where by dailies.
They really need to fix it though, they should just remove stat scaling all together or actually make it logical (e.g., level x0 get scaled up by 25%, x1 +22%, x2 +19%, x3 +16%, x4 +13%, x5 +10%, x6 +6%, x7 +3%, x8 +0%, x9 -3%). Right now it's the complete opposite, that is, x0 +0%, x1 -10%, x2 -20%, x3 -30%, x4 -40%, x5 -50%, x6 -60%, x7 -60%, x8- 60%, x9 +0%. It's terrible, the difference between a level x0 and level x8 is the x0 is doing about 60% more damage than the x8. You know something is terribly wrong when an x0 can easily win 2v1's against two x8s.

I would enjoy it too but there are lots of x9 or x0/x1 lvl players that 2 shot you with 9 k crits while you are trying to kill them with 3k Daily crits.
