Swashbuckling Captain's set is bugged, 100% Set bonus uptime

As stated, the Swashbuckling Captain's set is bugged, because the set bonus proc's all the time, especially from the At will; "Duelist's Flurry". Because of this the set is now the only viable option for any Trickster wanting to compete in "end game", meaning that the other sets is more or less worthless.
This cannot be the intention for this set to have such a high uptime, I swear its close to 100%, and I therefore regard it as a bug.
