I kind of liked the queueing system when I first started but now dungeon end bosses have got a bit more difficult (level 45 DC here) it seems they are somewhat fraught.
1. If you want to do dungeon delves for your level hit the queue right as it starts the time period. Otherwise you are waiting for >45 mins or more (ie it just doesn't happen). Speculation: less people trying the random at this level and starting to form guilds and friends lists so they don't use it. More people stopping the game as it gets harder so less people to queue.
2. I've now twice been in dungeon delve queues where there are 3 clerics in the group. Speculation: playing a cleric in this game with penalties on self healing, soft targeting party members for heals and amazing amounts of aggro is intimidating so clerics are just not joining the groups that are advertised in zone chat.
3. People are being more specific about the classes that they want - so gray wolf den wants a tank for example. The queuing system doesn't allow for this.
4. If you advertise "will take anyone" in zone chat during dungeon delve time you will get a LOT of tells. Speculation: there are a number of less confident players out there who won't put their hands up for "need healer" groups (me) where you're the only healer with such healer limitations. People aren't playing tanks because they...? (idk haven't played one but rumours are they're not so good T2). A lot of CW out there (the class to be atm).
Are my observations and speculations roughly what other people are seeing at these sorts of levels? Obviously my speculations about cleric specific stuff is tainted by my own experience.

The MMO may change but the inventory tetris stays the same.
Update - I've had two more dungeon delve queues go the whole 60mins without getting into a group and one more with 3 clerics.
Skirmishes have still be ok to queue for as has PvP.
Curious this. My guess is the further along the game you go the less and less useful the queueing system gets and the basic expectation is that the devs have that by that time you will know people enough to just group with them? Except the grouping system doesn't allow you to be in a party of 1 so you can't advertise for a party until you have one other member.
