not sure if im doing this wrong... (GF TANKING IN INSTANCES)

im using this skills:
Encouters -> Knight Valor, Enforced theath and into the fray
Daily -> Supremacy and villain menace
passive -> Enhanced mark and shield talent
i have the feel that im failing as tank when i cant keep the aggro of mobs in boss fights, there is a moment that all mobs focus cleric and i cant do nothing for avoid, can any1 give some advices? im using this runes in my items
Offense slot -> Power (i think about remove power and use recovery for cd)
Defensive Slot -> Defense
Utility -> movement
