So I started investing in Recovery for the encounters cooldown, and I noticed no change at all from a buff of +0.6% to a buff of +2.3% recovery. I tried with Entangle, Chill Strike and Sudden Storm so far. Anyone else has this problem?
how much would you say is needed for a real difference?
100 rating=1%, go from there. 1000 rating on 10sec cooldown means 9sec cooldown.

Keep in mind that, as a rule of thumb, anything past 2000 rating except power starts suffering diminishing returns, to the point where building past 3000 rating becomes heavily penalized. Your bonuses from ability scores like Wisdom and Charisma are tracked separately, though. So is AC. That's why AC is a very good defensive stat, but it's very difficult to get since the only class that has plate armor and shields is the Guardian Fighter.

recovery hits nasty dr at around 3000. 2200 recovery or so is enough recovery for a cleric to have permanent astral shield depending on race and base stats.
