Cannot access current level Foundry Daily

So every time I speak to Rhix, I get the lvl 10 Foundry Daily and I am almost lvl 30. The Skirmish one was bugged too for me a few days ago as well but now that one seems to be working. I only found out about it because I took the quest then did 2 Foundry quests and didn't get credit for either one for the daily. Any ideas?
