This is my thoughts on leveling my Cleric and what I think works and what I think doesn't. For this first part I will be focusing on the Heroic Tier feats.

Tier 1:

Healing Action - Good feat more action points is always nice. The feat currently lets you put 5 points into it instead of the listed 3. It is unknown if putting points past 3 gives you extra percentage. I hedged my bets and left it at 3 just in case.

Greater Fortune - Your wisdom stat only gives you a small increase in healing and this is a small increase of a small increase. Avoid this.

Toughness - Extra health is nice has synergy with Holy Resolve. I recommend taking this when you need to dump some points to get to a next tier and don't have anything else to put points in.

Tier 2:

Holy Resolve - Will save your butt on occasion especially in pvp 5 minute CD is bleh. The temporary hit points gives you time to get some healing in to stay alive. Similar to Toughness I put points into it when I need to get to another tier.

Domain Synergy - Recover is good but again this is a small increase to a stat that gives small increases per point. Not worth it will likely not even result in a .1 decrease in your cool downs. Later gear levels you run smack into diminishing returns

Weapon Mastery - 3% extra chance to crit. Most importantly it isn't a bonus to the crit stat but a flat crit increase. This is worth hundreds of the crit stat and I believe it doesn't kick in diminishing returns allowing you to get a higher crit stat with gear without hitting a wall on effectiveness for the stat. Max this always.

Tier 3:

Initiate of the Fate - a small increase to a stat based on a small percentage of another stat. Would end up giving you a very low amount that won't increase you crit chance in any real way. All this can be yours for 5 points. Avoid.

Repurpose Soul - Ok healing but the heal effects proc all sorts of neat things that you get from other feats. I recommend maxing this.

Battlewise - Threat reduction seems nice on paper but I don't use it at all. On targets that other people are paying attention to I have no problems staying below them in threat. Be a bit smart about when you astral seal and sun burst and you have no problems. You get crazy threat when adds spawn because healing gives aggro to everything in the fight. No matter what until someone pays attention to adds you will have threat. Having a little bit less is still more that other peoples 0 threat. Once you dpsers wake up they strip the adds off of you with no real issues. Avoid this and play smart.

Tier 4:

Cleanse - Good skill in dungeons seems to proc all the time. It may not be necessary to max this because you have so many different types of healing this is going off all the time. If you pvp a lot I would max this first thing. Getting those debuffs off your allies and yourself as fast as possible is amazing.

Templar's Domain - Interesting skill and not one I have heard too much about or tried out. Generally you don't find much armor penetration on your gear so even a large number like 30% added to a small number is not much. I would take this if I had a dedicated healer running with me but since having 2 clerics is rare I skipped this one.

Bountiful Fortune - More DP is nice 15% at max is a good amount not much else to say. I would take this over the filler feats that I mentioned earlier.

Here's my feat build for Heroic tier:

Tier 1:

Healing Action - 3/5
Toughness - 2/3

Tier 2:

Holy Resolve - 2/3
Weapon Mastery - 3/3

Tier 3:

Repurpose Soul - 3/3

Tier 4:

Cleanse - 2/3
Bountiful Fortune - 5/5

For humans I would put the 3rd point in Toughness, Holy Resolve, and cleanse.

    That build isn't actually possible. You need at least 15 points before you can access Tier 4.
