I'm building an indoor dungeon, and want to have a room on a lower level. I can't figure out how to do this simple task. Help will be much appreciated.

At this point there is no way to make multi-level maps unless the room you're wanting to use is already pre-leveled, such as the Winding Cave map.

you might be able to fake it by using teleporters though.

Yep, there are no rooms with stairs (with one exception, a room that has a spiral staircase, but closed), and no way to connect rooms at different levels. You can do it by using placeables to build your stairs and different level rooms, but that's it.
Use a door at the top of the stairs and a teleporter to a door on the next level. You cannot do semi-open plan mixed height dungeons easily. Specifically place the door at the top level, then make a new unconnected room and place stairs in it and a door at top. Then make a teleporter between the doors. However the teleporters sparkles and exit plane will need to be adjusted as the detail level does not represent the location well and you cannot modify them in 3d as far as I can tell.
