I assume it's level appropriate when you open the box, however have not tested it. When I get home I have 14 or so sitting in my pack for about 10 levels so I will open one and see.
i just opened one at 60 and got a 51 dagger which i assume is when i got the chest... is this supposed to happen because the description is EXTREMELY misleading if thats the case... im pretty sad , i have 3 more and wanna find out if its a derpy bug or not before i open them...

If the level of the items in the box is determined by the level the player was when it was looted, it'd be interesting to know if that carries over when the box is sold on the auction house. Imagine buying a box looted by someone at level 21 when you're level 50 and getting a useless, lowbie item.

Here was my experience: I waited until 60. Opened them, and the gear was level 49 to use, blue quality. HOWEVER the gear was as good as, or better, than level 60 blue items that I compared it to from the AH.
So, I do not know if you can pop it at 49 to get a level 60 item or if that nets you a level 49 item. Someone needs to open one at 48, 49, and 50 if you really want to know....
also, my wife opened ONE at a lower level and got a low level item. It was still awesome, but it was not level 60 quality, I think she popped it at 30 or 35 or so and the result was about on par with a level 30/35 whatever it was at the time item.
Leetabix, check the dps and stats on your 51 dagger please and compare it to a 60 green. Let me know, that will give us another data point, if you do not mind? The level required may be "off" or "generous" or something vs the quality.....

What level item you get is based on what the highest level you can use when you open the crate for example, if you open the crate at level 38, you will get a level 29 item, if you wait to open it at level 39 you will get a level 39 item
