Foundry grouping?

Little confused when it comes to playing in groups does the enemies scale to your individual level or to the highest guy in the group? So if I am level 15 and my friend is level 20 and we do foundry what level are enemies and will we be able to do foundrys together or do we need to be 1 or 2 levels from each other? ANY help would be great thanks guys!

    It goes to the highest level in the group, not who started it.
