Dye mounts

Yesterday i saw a dude riding the nightmare flaming horse mount with blue flames which looked pretty HAMSTER. I'm wondering where you can get/buy the dye for mounts, can't seem to find it anywhere.

    No mount dye. He was using the Twilight Nightmare variant from the Bar vendor.
