No power on Rogue Gear?

I noticed that when trying to buy armor from most vendors including the Seal of the Lion vendor that none of them have Power on it. I found this stat to be very useful. Also items acquired from the main story offer no power. If they had offensive slots i would put an enchantment on but they don't. Any info on this would be appreciated. Thanks.
