    You can get one from the 2nd dungeon that you can go into with the dungeon finder. Reach level 20+ and you will get one from the last boss if no one else rolls need on it.

    He is talking about the 'crash the server' event gift.

    You get the hat from a vendor somewhere (bring a guardian i havent' gotten in-game yet to find him!) but note that it is a COSTUME item and not an armor item, so you only get to wear it when you turn on costume appearance
