I've been playing with the foundry for a bit now and I've continued to look at the Encounters page. Is there not a way for me to create my own encounter groups/single mobs? Thanks in advance.
Not really, but you might be looking at it the wrong way. You can pick any encounter you wish from those lists, where the types of enemies (in terms of their powers and skills) seem appropriate, then give them custom names and costumes to make them anything you like.

That's actually exactly what I wanted to do, how do I go about doing that exactly?
Pick an encounter and place it on your map, then switch to "detail" view (if you are in Layout view). You can then click on the individual creatures to see their information. In there you can click on the costume field and select any other creature type. Then if you want to customize the look even more, click on the customize button (which is next to the costume button you had clicked previously). In here you can alter a lot of stuff about the mob you selected.
The only problem I see with this is that the mob is still, at its roots, the creature from the original encounter you picked. So it will have the same abilities and fighting tactics as the original creature (at least from what I've seen in my limited testing). So while this option is 100% a fix for what you want, it should give you a bit more flexibility.
