Hero Pack + Guardian Pack = Guardian Pack?

So I noticed during BW4 that the first time you talk to Sgt Knox (after character creation), your packs are applied. I saw a message pop up as an Achievement. The bad news, is that I only saw Guardian Pack appear. I originally bought Hero Pack, and I know from speaking to others in BW4 that they had Hero pack applied to their account. However, when I tried to pick up my Bag of Holding, I noticed I had no access (said I had to have Hero Pack). Also, only my 600k AD were applied to my account. I am afraid this will carry over into OB, when it really counts.
Cryptic, please ensure if we bought both packs (or all 3) that they are all applied in-game! I don't expect to only have the 'last-bought' item as the one that gets applied...
