The racial in question is the 3% to defense buff and the question is, since it appears to be a static addition to your defense, does it add anything to power if you get the feat that converts your defense rating to power?
I'm suspecting it does not, but did anyone check this?

I would imagine it'll be 3% damage reduction since it says 3% better Defense. Defense being damage reduction instead of 3% better raiting. It could also mean you gain 3% more raiting from defense raiting.
Either or, I'm picking GWF and Sentinel. (in BW4 it was 45% ignore Defenses (15% a crit stacks 3 times) and all the adding to crit with weapon master and since ?we have 10 more feats to play with when we hit 60? I'll be getting the power to bleeds and double dipping ArP with recovery as well. I sacrificed a little bit of damage for a very large amount of survivability. Then again I think I'll be doing more damage with this build if I pick up 15% more damage against marked targets. This is also gear choices. Tank gear and dps gear is not the same gear.

Hi, I saw your post and I am thinking of running a Sentinel build as well. I have a vague outline for it now, but it's still a work in progress. I'm figuring for stats it'll be lots of power, crit and defense. I'm still working out how to spend my feats (i'll be a human), but I think I know what to do. Hopefully I won't have to respec too many times.

ya, I'm not going to lie to you and say your dps will be the same, there will be loss, but the amount of survivability you gain is huge! baseline you have 20% better defense stat then it double dips into your power, deflection is ~40% before your rating (20% from class feature plus 15% from weapon master +5% more if you get the feat. It's already so high I don't know if I need that extra 5%) You are a tank, that deals damage. If I found that it was a HAMSTER poor idea and really isn't great beyond 1v1 situations, I'm planning on doing a split between trees never going too deep into one. I mean 10% power per stack (50% max) till I get hit is really tasty tho.....
I am not really sure, but I know that I like to be human with the sentinel line and also that I do like the convert defense to power feat. My 3 extra human feats end up being a mixed bag in my spec, but I think that 3% defense far outweighs 2 con for a defensive minded GWF. I also think it slightly out does the deflection and agility from the halfling. My 3 feats ended up being 3% life, 2% damage on my encounter powers, and 5% critical severity.
