Server Not responding. Is it my PC , the game or both

Haven't had the opportunity to really spend time for this beta weekend like all the past ones due to other commitments. I just started playing on Sunday and found this weekend to be very frustrating because I could not complete quests or move my character from place to place for that matter.
The Server Not Responding message in red letters would pop up several times in the NWN graveyard. By time I finished a fight with a mob(s) I would be dead. The server message appeared several times and I could not complete anything. It got to a point where I could not play or enjoy the beta weekend so I just stop playing.
It hasn't been this bad before in the past. Not sure what's going on.

Goto www.speedtest.net and see what your upload/download time is. Try another online game and see if you have connection problems, etc...
