Group questing / too low for area? issue

I had the problem (which became a group annoyance quickly) like this:
I was questing with others who were 4 levels higher than I was, and although the NPC quest givers would bestow quests for them, I would not be able to get the same quests, EVEN THOUGH I had gotten the quest to start a new area with this same group.
It would happen like this: we would finish one area and get the quest to "contact" another NPC in a new, higher area, so we would go there. They would be able to get the follow-on quests bestowed, but I couldn't, presumably because of my lower level.
Someone would share the new quests with me, and I would be able to do them, but often there are many new quests and I would be missed for one, or they wouldn't realize I couldn't get the new quest and forget to share it, and I don't have a way of knowing that there was a new quest to be gotten.
I had minor issues with this in lower areas, but when I got to Vellosk it became a major issue.
