I tended to keep Repel loaded as single-target since I was partied most of the time. So, either I had to shove the add that I aggro'd, or break up the clump of mobs swarming the melee party mates (to help focus fire).
I personally found Steal Time underperforming; either I got hit before it went off (WiFi lag, long animation, too much aggro?), I prefer to keep mobs away, & I had loads of AoE with out it. Sometimes I still loaded it though; I kept swapping the 4th Encounter Power depending on my party & companion classes.
Once you hit 35 though and get arcane singularity life is good. It grabs every baddie around and clumps them in one spot. Lifts them high in the air and then slams them to the ground in a nice neat pile for the dps'ers to pick off.
