Graphic setting bar broken?

It recommends me to set it maximum, but that gives me 20 fps??? Whats going on?

    That thing is all over the place, my weakest by far of my 3 systems, it is recommended max and my top systems were recommended about 66% max. Sort of like you have two like pieces but one has a higher number than the other, but the lower one is recommended.

    Just tweak it manually.
