Its happened both times I've tried to access the vendor and when I purchase/select the item in the list (bag of holding, title coin). I should add, each time was on a different character and only happened the first time i accessed the vendor. When i went back into the game i accessed the vendor and was able to purchase items
First time, it was a hard lock up of the system. Required forced reboot
Second time only the bag was available, I guess the title coin got removed since it was bugged. Computer completely froze at a red screen and rebooted on its own. Much more severe.

8 Gig DDR3 @800mhz
EVGA GTX 660ti
120gb SSD
Windows 7
