That time has come and gone, but people here have repeatedly assured me there will be many opportunities to get a beta key as the launch gets closer. As this is my first beta test, I have no idea what way, shape or form these opportunities will comes as other than perhaps giveaways from other MMORPG websites.
Like you, I missed the boat on the TL II opportunity.

This city promises death for the meek, glory for the bold, danger for all, and riches for Jade! Elven Trickster Rogue: Two-bladed elf, tons of stabby stabby and that sort of thing...

As JadeScimitar stated that offer ended Sep 18 with the release of Torchlight II.
However if you're a fan of raider's I would look into this.
I wouldn't buy it just to get a CB Key to a free to play game but if you're interested in purchasing it anyway why not get the CB Key with it?
Other than that we should expect more, free, opportunities to access the beta in the future as well.

I frequently visit 5 MMO Fan/Info Community Sites that offer Giveaways and Contests. These following are my top picks for finding Beta Keys and other MMO goodies:
I'm not active in their Communities for Forums, I just lurk their giveaways. I expect NWO Keys to be available through at least one of those sites, most likely more than one will offer some NWO keys in the future. I am also sure there will be other Giveaways on other sites as well as Contests.
There could also be referral type keys, wher ethe company themselves sends out more keys to current key holders to entice them to share with friends and family (like PWE did with RaizerZ). If this latter happens, you can bet that some fine folks will be sharing those on the forums. I know I would, if allowed, like I did with my extra RaizerZ keys.

And a caveat:
Even if you get a key, this doesn't mean you're in the next active beta wave. You could be in the first to the last wave or anywhere in between. Another reason never to buy a game solely for access.
