Why all powers are reset in today's patch?

Just noticed that today all Encounter powers and At-Will powers are reset on all of my toons.
Tested: Barbarian, Paladin, Wizard, Ranger, Cleric, Fighter, Rogue.

I don't see anything mentioned about that in today's Patch Notes.
