Where did Ancient Scalebreaker armor go?

I'm trying to get some ancient scalebreaker armor; but seal vendor no longer carries it. Do you get it from somewhere else, like primal armor?

    The short answer is it is gone. The seal vendor does not carry it. The seal that is required to purchase it is not obtainable.
