Ray of Enfeeblement and Arcane Conduit

On the xbox console it seems ray of enfeeblement and arcane conduit does not work on my arcanist wizard. Ive tried using it in dragons, dummies, and pvp and it had no effect on the damage dealt afterwards according to my combat logs.
