Alliance chat buggy - PC

My friend and I who share Internet service often run into an issue with being unable to see or participate in Alliance chat. This only happens with Alliance chat; zone, lfg, trade, party, guild, etc... aren't affected. We have tried commands /Whitelist_Chat 0, /Whitelist_Chat 1, and creating new default chat tabs. System notification says we aren't subscribed to Alliance chat. Sometimes going to a new area or relogging helps, sometimes it doesn't.
