Loadout tokens unusable

Loadout tokens are available for purchase in Wonderous Bazaar however when purchased with AD, they are then unusable.
When you click to 'equip' the process just ends, no confirmation. When going to loadouts, the loadout doesn't get added. You are left with the default 2.
This is on a new toon, not an imported toon as well.
