Performance regen in Forte does not work for the bard-healer

Performance regen in Forte does not work for the bard-healer.
I checked the time when the Performance of a Bard-healer with a high Forte will be fully restored. Recovered in 1 minute 12 seconds. Then I checked the time again, but with a low Forte. Also recovered in 1 minute 12 seconds.
With such a regen, there is a catastrophic lack of Performance in dragon hunting.

I rechecked it just now and it still works fine.

Performance regeneration formula for healers: 90 * (1 + [Forte] / 2) every 3 seconds when out of combat. In combat this numbers divided by 3.

Ok, most likely everything is fine, and I misunderstood... False alarm)
