Acolyte of Histories?

Can someone explain to me how this works? I've run across him in some of the leveling zones (e.g. Neverdeath), but when I talk to him the only option I get is "Farewell." I'm not leveling a new character, I just happened to be there with an existing character. Is there someone who kicks off a quest chain or something?

He's basically giving out lore entries to new characters. They're lore from removed zones - Tower District, etc.
