Before I'd only see them for the last year after a FRESH REBOOT.
Drivers are only a month old too, I downloaded Nvidia 512.77 from 5/23/2022 to FIX black screen last time I saw it. Today I had to download the 512.95 released only two days ago.
Because TODAY was the first TIME EVER, that I saw Black Screen after 2-3x attempts in a row. For the vast majority of players this only happens ONCE, and usually it's only after REBOOT of computer. Today prior to install of new driver, it failed 3x in a row CTRL-ALT-DEL to END TASK; it only successfully loaded (only thing) changed was latest driver. You shouldn't always need the latest driver to resolve this BLACK screen where the CPU that prior to loading sits at < 3% and instead jumps to 24% or so, until you END CLIENT. Something isn't initializing!
Given this has been going on for OVER 1 YEAR, if not closer to 1.5 perhaps; you'd think they put this into PRIORITY to FIX before anything else! The God's of Corellon Larethian, even GOND, and yes SUNE have united FORCES to demand DEVs finally put this issue to Bed and FIX it fast.
Okay, so for months I hadn't used ARC client. Which has a few problems, sometimes it FAILS to update and then won't START UP. So 7+ months ago I stopped using it just launching the game directly.
Now I did however ONE TIME try uninstalling it, yet LEFT GAME CLIENT installed. Why, cause it's DUMB to download 25GB just for FUN. Yet if you don't uninstall GAMES, and reinstalling ARC it always then says Failed to create game LOG FILES on Launch. Duh... Surely they can read, or should realize ARC shouldn't be trying to RECREATE LOG FILES that ALREADY EXIST. So that's why I stopped using ARC, yet also saw far less Black Screen's with it loading as well.
Today my GUILD leader when asked about BLACK SCREEN says it's why he stopped using ARC, among the other problems. Now I think I will uninstall it myself, and just load the game client directly without ARC.
*sigh*
If only they'd FIX it, this won't eliminate the Black Screen issue; yet with ARC you see it 2-5x more often. Without ARC you only ever see Black Screen, after a FRESH reboot of the computer, that's the ONLY time, and if you give computer 5-10 minutes to finish loading all start-up processes you might not even see it.

I don't have black screen. I don't use Arc or steam. There is NO point to use Arc or Stream to bring up NW. It is just waste of resource to make the system slower (regardless how big/small the effect it may be).
*** The game can read your mind. If you want it, you won't get it. If you don't expect to get it, you will. ***
Yea I like using ARC, but it's the reason I stopped USING ARC for 6 months, as it happens far less with without ARC running, and when it is running it happens far more often--gets really bad sometimes in fact.
Seems more recently they finally fixed ARC so at least if it starts with Black Screen, something after 10s finally gives it a kick then it loads. Yet without ARC this almost NEVER happens.
Still tempted to Uninstall ARC as a result, despite I like it.
