Second premium companion pack is not account wide

Bought the completion package for the second phase of Draconic Rage and the second companion pack in the premium section is not account wide claim at the RCA. Had selected Mystagogue for the first pack and that is account wide. Selected the Icosahedron for the second and that is not account wide at the RCA.
